As I recall from many years ago, OMF was announced by Avid to be an Open (source) Media Framework that they hoped would be adopted by the world.
That didn't happen.
But, if your development costs are as modest as you estimated, perhaps some huge software company would like to support it on your proviso that it for always and ever be open source (and maybe put you on the payroll to shepherd further development). $15K is a drop in the bucket, and would be a PR coup for anybody or company that would like to gift it to the production world, including competitors. Maybe give them naming rights, and let it have something like an .ado extension (Hint, hint.).
