Why not simply use the good old "tie the wiggle amplitude to a slider and animate it?". Since wiggle() is already additive to any base property value, adjusting/ animating both parameters should give you whatever you need. unless if course I misunderstand and what you need is a bit more specific than that...

I have a needle in a "machine" I need to animate and what needs to happen is this:

Have a min and max rotation and wiggle between the values but stop wiggling between the min and max (Slowly ease into the wiggling in and out of). After maxing out, I can key frame the rotation to "reset".
 
It's absolutely necessary to "reset" as this animation will loop.
