Yes it has snapping. But this is much faster if you just want to take one thjng and send it to another layer inheriting it's position rotation and scale.

That's the answer for some things. But many times you want to snap an item to another as a starting point. Not to replace it.

Shift parent is very easy, fast, and works in most situations.
