If the the Window/PC USB hard drive is formatted as FAT32 or ExFAT, Mac OS X will read and write. If the drive is NTFS, Mac OS X will read only; however, a third party driver called Paragon NTFS for Mac will enable full read/write with NTFS formatted drives (http://www.paragon-software.com/home/ntfs-mac/). Windows runs well via Apple Bootcamp (not so well with Parallels), if you happen to need a Windows machine in addition to just mounting Windows formatted drives.
