you could also in one step just use the snapping in the CC version.

Drag the null near its anchor point, and hold ctrl (cmd), this will make the snapping from point the anchor of the null.
Then with crtl pressed drag the null to the anchor of the other layer

This ofcourse only places the null at the position of the other layer. 
Rick's suggestion will also translate all other transforms of the parent layer to the null, like rotation and scale.

I take it that you want to create a null and have it positioned at the layer’s anchor point. If that is what you want it’s a two step process. Create a null then hold down the shift key and parent the null to the layer. If you do not want to keep the parenting the null will not move back to it’s original position when you remove the parenting.
 
OK, I guess it could be a three step procedure.
