I came across that bug last year on CC and filed a bug report for it as well. It's relatively easy to replicate. That being said, I haven't downloaded the newest version of AE CC yet so I can run a quick test to see when I do. Interestingly enough the motion blur goes completely away if you switch it over to raytraced render on my machine.
