I meant when they shot they had art on the walls that they would need to obtain copyright to show so they asked to swap it out.

In these couple shots, there are also a lot of back and forth and different angles to ensure that whatever changes are made, make it across all the shots.  Add in to that some serious blown out white in a doorway and we have the recipe for a mess.
 
I know they originally wanted all the wall colors changed and it just wont work.  They are white, blown out in some cases, and a roto scoping nightmare.  At least outside what I can do anyway.
 
When you say your changes weren't approved with stuff on walls and tables...you mean, that was not considered "enough change"?

For wall art, just go find something random on morguefile.com or flickr under creative commons on the advanced search. Look up "still life" and then run a few PS filters on em to make them look like wall art.

Other stuff you could just remove or add new items overlaying.

Remove windows or columns by cloning other pieces of walls over them and stuff. They can't prove it's a location if the windows aren't even there in the architecture.

Maybe even roto out shots and replace with CC licensed shots of a different office blurred out to simulate rack focus?

Ultimately, this should probably be on the clients side of changes to make. If they shot on the wrong location, they should have idea of what needs to be changed to make it right for them.  Ask if picture changes and curtain color changes are enough. Sounds like it wouldn't be though.

I have an interesting few shots for this movie that I've been doing VFX on.  They used an office for a shot and afterward realized that they never received the approval for the location.  So now, they are asking me to basically change it up to make it look different.  Now, the shots contain multiple angles to deal with and I am thinking of things like changing out the existing pictures on the walls and maybe some curtain color changes, etc.  I have a couple questions that maybe some experienced folks here might be able to help me with:
 
1.  What really constitutes enough change on a location to call it "legal" I guess?
 
2.  In one picture, I just used a Van Gogh (Starry Night) as a replacement.  I chose that because of the age and figured that is public domain.  Any knowledge on that?
 
3.  Any advice from the group here on how to proceed?
