phil can you upload an AEP file with just that layer with the odd behavior? 

I would like to experiment on that because I don't seem to have that bug.

I created a 3d ellipse shape laye  with just a stroke like yours and moved it or scaled it through the shape group properties

and even in the fastest movement the motion blur doesn't get cropped.

I've got a 3D shape layer with an ellipse which is scaling up over a few frames (using a shape group transform, not the layer scale).

I've done a few more experiments and noticed this happens whenever a shape layer's transform properties are animated fast (but not when the actual layer's transform properties are animated).

It's as though there's a bounding box which isn't big enough to accomodate the motion blur.
