You could do most of that with the standard version. You lose some of the functionality to geolocate the data etc but if all you want is a good quality 3d model of the site, the standard version works well. I used it on a smaller scale here (30 secs in) and was only wanting proxy geometry but was very pleasantly surprised by how high quality the results were:

It turns out it is Photoscan Pro they use. Does anyone know of anything that does something similar NOT for $3500 ?

While this is not an AE related question, I plan on incorporating AE in the work that this could generate and I know that the people on this list are the best to answer this question.
