The media cache has nothing to do with the After Effects disk cache. The media cache is for conformed audio files, MPEG index files, and other files that accelerate reading/decoding of input media.
Both the media cache and the After Effects disk cache are controlled from the Media & Disk Cache section of the preferences.

I find under the C:\users\username\AppData\Roaming\Adobe\Common folder.. a Media Cache Files folder.. which contains .cfa files of tons of large assets I've used in projects over the past few months.  Gigs and gigs of files..
Even though I set the caches in the "Conformed Media Cache" settings to go one place, and I've got "Enable Disk Cache" turned off...
Where is AE getting the instructions to save these files here?
