Don’t discount the noise solution. A tiny amount of targeted hue (or in your case, perhaps lightness) noise courtesy of Noise HLS may be enough to break up the patterns. A tiny amount of hue noise was our secret weapon for breaking up color banding; the amount was so small that it wasn’t perceived as being noisy.

The final RGB value is [28,28,28], completed over about 60 frames. There aren't enough pixel values in 8bit to make the fade happen without duplicating values and having an odd cadence. The result is that the logo appears to strobe as it fades up. Rendering in 16 bit theoretically removes the stuttering, but we are unable to see the difference due to the displays being 8bit. Dithering wouldn't work on a solid color without introducing noise, right? This needs to end up in Premiere Pro.
