do with OSX leads to an insistence that if you want to move "up" (so to
speak), you're moving up to Sierra. There is a link, curiously, that
will allow you to get from Snow Leopard, of all things, to El Capitan. I
don't know why; I guess someone at HQ has been thinking different.

I don’t have a Mac nearby at the moment, but I’m fairly certain you can find previous MacOS installs in your app store, find the purchases or previous purchases tab and you should be able to download.

As a point of reference, I'm running CC 2015.3 on OS 10.9.5 with very
few problems, including all my go-to plugins (Sapphire, Element, Red
Giant Colorista & Looks)
