What I meant by “manually” was the setting in the timecode effect, not the comp.  Try this:

1) Create new composition, 30fps
2) Apply solid
3) Apply timecode effect to solid (under “text”)
4) Change “time source” to custom, the default is 30
5) Click on the “drop frame” option, the time units changes to 29.97 and the colons change to semi-colons.

You will now have two frames - 1000 & 1001 - that both show “00;00;33;09
