The BlackMagic Ultrastudio HD Mini works great on our Macs, and costs less than $500... it outputs multiple channels of SDI and HDMI... but it's input is only Thunderbolt 3 so you would need to plan on a PCIe adapter for your Windows box (another 50-75 bucks).
