Actually, Premiere uses only the CPU for most playback situations. Decoding of H.264, ProRes, MPEG2, and most other codecs is done entirely on the CPU on pretty much all systems. Some RAW formats benefit from GPU accelerated de-Bayering, though. GPU-accelerated H.264 decoding is available on very few selected Intel graphics chips only, and I'd describe it as experimental for now. A GPU can help you get better playback performance when you do scaling, frame rate changes, color grading, transitions, etc. - but not if you throw an HD 29.97 clip on an HD 29.97 timeline and hit play. GPU acceleration is just one part of the Mercury Playback Engine. It's a 64-bit, multi-threaded, CPU and GPU based playback engine.
