The issue is that Dolby raised significantly the fee for Adobe to include
Dolby decoders, so they had to remove it from Premiere. (and also, you
cannot download any previous version of Premiere that had the Dolby
encoder).

They default back on the OS Dolby Decoders, which on PC means that you need
at least Win 8.1.
