Have you tried it in a media player like Quicktime Pro?  If it plays properly there, try Exporting to a different codec.

Or try AME.

Or, if you have a capture card, play it out of the camera and capture it in Premiere.

Thanks.  This is less of a drift but more of a sped up.  It seems sped up by almost 66%.  Plays fine in camera.

I’ve experienced drifting in and out of sync with a lot of cel phone video.

What I do is put it Premiere, and when I see the sync drifting, I razor blade the audio in a quiet spot before the drift, shift the audio track to correct the drift (Cmd-Opt-left or right arrow on Mac), then repeat to the end of the clip.

Brute force.
