The solution depends on your source image and what you intend to achieve. Other than the options already provided; you have Time Displacement, Particle Playground or even a Pixel Sorter effect.

Ah - just has a look at the Starry Night image. Does it actually matter that you use a Compound Effect? Another option is to break up the image and animate the different parts separately - this way, you will have more effects/options available.

I’d like to animate a still photo’s pixels based on a gradient map where their speed is based on the value.  Example: white being faster than gray, and gray faster than dark gray.  Black would be no motion at all.  Imagine that the image is similar to Starry Night by Van Gogh.

Any ideas or scripts that may do this?
