You interpret the footage. Frame rate determines play back time. Always has, always will. 

Do you have footage was shot at 240 frames per second and you interpret the footage as 24 frames per second then one second of real-time will take 10 seconds to play back.

And second, how do I render this out in media encoder so it's 240 fps?
