Are you sure you have the "Use Comp Frame Number" checked on for the Output Module settings?
If its off you can force AE to render a workarea with a specific start frame number.

Ever since upgrading to Ae CC 2018, I noticed that when I render one frame or a small number of frames in a range using the Work Area, Ae renders the first frame and any subsequent frames designated by my Work Area range. 

IOW, if I set my Work Area to frames 7-10 as my Work Area, Ae renders frames 1-4. 

Is anybody else seeing this?  I’ve un and reinstalled, trashed prefs, and the behavior persists.

This is really an annoyance when I’ve rendered hundreds of frames in Pr, and they all have to be re-rendered, because the only way to get the proper frames I want updated is to render ALL the frames in my Image Sequence again.
