Couldn't you import it and then use the Trace function to create masks and then Stroke all masks?

I have a simple line map of city districts with an alpha.  Client wants to overlay this on video.  I want to stroke the lines so I can change color and make them a tad thicker.  But I’m not figuring this out.  Stroke does not apply as its a photoshop file and not vector.  Do I need to take this in Illustrator first?
I can use the fill effect and change color but want to make lines thicker too.

Any ideas?
