Derp.  I figured it out.

I tend to re-use my solids, so that I don’t have a folder full of duplicate solids.  I put a 1920 x 1080 solid into a 1280 x 720 Comp, and had scaled it to fit the Comp.  All I had to do to get it to work right was to create a new Solid that matched the Comp size, and then copy Particular and paste into the 1280 and link the Positions.
