The New Project template is definitely a good, safe way to go about doing this task.
This version detects on whether the panel is run as a Window or directly (either as a Startup Script or from File > Scripts), and will either show the UI or create the folders directly from there.
Tim, if the script is just creating a folder structure for you, there's a new-ish Ae feature that can handle that for you. Ae now has a preference to start all new projects from a specified template file. In other words, you could build your folder structure in Ae, save it as an AEP or a template, then set the New Project preference to use it:https://helpx.adobe.com/after-effects/using/preferences.html#new_project_preferences
You can also now set any folder you like as the Solids folder, so you can get more organized than ever before:

So I've been using the DefaultFolders_v1_8 script since 2008 and of course wouldn't you know it it breaks in cc2018 now I can't remember who created this script - I thought JP Curtis but I'm probably wrong and despite this being a free script I have gotten my money's worth out of it. Any chance there is an update that works in cc2018?

Serious who ever created this I use it all the time and I'd love to have a version that works in 2018, don't make me break out my scripting skills to rewrite your masterpiece.
