It all really depends on your workflow and what you do in your day to day. Regarding buying a certain version, I guess it all depends on how much you care about AME or if you're using Premiere often. Personally I got the AE version because I try to avoid AME unless I'm just using it to batch convert stuff. I only tend to use Premiere as an intermediary tool to work with client provided sequences and bring them into AE eventually. In most cases I want to stay in AE and keep my render queue filled with render data for that project as well. If you feel you'll ever be exporting from premiere a lot, or batch converting clips to ProRes or something, AME might be the way to go, but the advantage of having it all directly in AE outweighs everything for me.
