For some reason they used that same gear icon as a "check mark" that basically shows you've selected the layer. So in the column that has the gear icon, below that icon, is a column of blank check boxes. Tick the one for the layer you want. You don't have to highlight the layer name itself. Just the check box needs to be filled with a little gear. Honestly, it feels like this could be alleviated with a lighter colored check box and just using an actual check mark to select things.
