I've seen the same thing in all 2018 and 2019 versions. I have to stop and
restart the RAM preview to get real-time playback.
Sometimes I need to re-start the RAM preview several times.

a realtime RAM preview. Usually I have to stop the loop and start it
again before it works or, purge each time I want to try (sometimes that
doesn't even work). There's nothing particularly problematic with the
system it's a Ryzen 2700X with 32GB Ram and a Samsung 250GB SSD for a
Cache. It should play 1080p back with no problems once it's in the RAM
cache. Kind of reminds me of the pre-renders I used to do when AE was in
versions 3.1-PRE CC.
