I ended up using multiple layers with Freeform Pro for the warping as it seems to give smoother and higher quality results than Bezier Warp, and had the added benefit of allowing me to tilt the layers toward the camera for a bit of perspective depth (although it's not all that obvious in the video).

For the lines I used multiple layers of Turbulent Noise with varying scale/brightness/contrast/complexity, animated at different speeds using a time expression on the X Offset, and used Tint to colour them, with a couple of glow effects stacked on the orange layers. I also added a layer with some large black turbulent noise, multiplied over the top to add some more variance to the light and shade

I need to smooth the warping a little more, and add some more orange light streaks over the top which I think I'll do using a Particular light emitter so they can woosh toward the camera every so often.

Those were the days when the COW limited tutorial video sizes to <=1MB - and only a single video per tutorial! Hence, we could only use videos for a single, example video.

Ha - thanks for sharing that old one, Roland.  That's basically the fleshed
out version of what I'm suggesting.  I looked at that tutorial back in
2004-ish (back before Youtube and when tutorials were mostly text!) to
create some jumbotron graphics.
