its nothing new. the answers vary starting with “no" and end in "yes but for how much extra are they willing to pay" or see answer #1.

this has kind of been beat to death but basically end clients are only entitled to finished projects, not the work files involved from RAW images, camera original video files, project files, other intermediate work. if they really want them, they have to pay for them. the best way to figure that out is to estimate how much you’ll loose from updating those projects and charge 50-100% of that amount depending. clients asking after the fact pay top rates if you decide you want to, if clients ask upfront then there is more negotiating room. 

you might also be able to put some stipulations into upfront negotiations on the IP usage.

Is this a trend? It has been happening also with clients that we are the agency of record with. I am uncomfortable giving away intellectual property for free and having some freelancer undercutting us using our files!
